Challenge to the Differential Response Movement

    • In “Why Did No One Save Gabriel?” (The Atlantic, Oct. 2, 2018), Garrett Therolf reports on the case of 8 year-old Gabriel Fernandez, tortured and murdered while his family was on L.A. County DCF’s voluntary services track. The DCF workers who failed to protect him face felony prosecution for child abuse and falsifying records.
    • Excerpts from Prof. Bartholet’s leading article on Differential Response, in APSAC Adviser, Volume 28, Number 2 (2016).
    • Recent developments include Governor Baker’s announcement in November, 2015, that he was eliminating Differential Response in Massachusetts, reported in the Boston Globe, “DCF Ends Its 2-tier Child-Welfare Monitoring Process.” CAP worked in collaboration with others to promote this outcome.
