CAP Director Elizabeth Bartholet is quoted in an article from Cronkite News Arizona PBS about a recent American Enterprise Institute session on the impact of opioid abuse on foster care. Bartholet both praised and expressed reservations about a drug program being promoted by Arizona’s Governor Doug Ducey. The Arizona program aims to keep families together while parents receive treatment for substance abuse. However, Bartholet cautions that by dismissing foster care, drug programs like Arizona’s put parents’ rights ahead of the safety of children experiencing neglect and abuse.
