In her recent article in The Weekly Standard, “No, the Child Welfare System Isn’t Racist,” Naomi Schaefer Riley includes findings from CAP Director Elizabeth Bartholet’s Nobody’s Children, a book examining child welfare policies on abuse and neglect, foster care, and adoption.
Riley, like Bartholet, warns of the dangers to poor children of child welfare policy placing race, ethnicity, and culture, ahead of a child’s individual right to safety and security.
